For juice go with Fasttech, while it can be slow after the first shipment you can get a constant stream of cheap juice incoming 
I usually order 4 bottles of Liqua Energy Drink from them every month so i can stock some in case the package gets delayed or seized by customs.

Im looking for lowest price on everything in general. Does fasttech have DYI juice to make or is it already made to vape? Im trying to save as much as I can because if my financial status.

Fasttech is about the cheapest place there is for vape gear. With that being said, shipping can sometimes be painfully slow.
Not all local ecig shops sell expensive juice, but it is trial and error for sure and being out of work makes it hard to get stuck with unusable gear. I understand your plight. My husband was out for almost a year and we both vape. DIY can be your friend if you don't try to get too creative. Vape meets often have giveaways. My entire family vapes so nothing goes to waste around here.

I'll say that outside of Fasttech, my favorite two stateside vendors (based on prices and shipping speed) have become discountvapers and 101vape.
Browse the forums and check out the Deals and Steals thread for lots of good bargains and coupons, too!
Before you buy anywhere, look into them and check the forum suppliers. They are dependable and reliable. Mt. Baker is great for juice
cheap juice that is actually good Yaeliq,com $10 for 100 ML juices of the month + shipping...cheap but usable gear Fast Tech if you research carefully.... both have slow shipping however. Good juice stateside Strixx Elixers
My Mt. Baker Vapor experience was very poor. 4 flavors ordered and I could not vape ANY of them. Weak flavor even though I purchased extra flavor shots. One tasted like vomit on the exhale, and it was not my vomit. I will not order from them again.
For inexpensive pre mixed e-liquid I second the recommended Liqua brand e-liquid from Fasttech.com. My favorites are Traditional Tobacco, Energy Drink, Mints and Berry Mix. The Vanilla, Chocolate, Strawberry, Cherry, Grape, Cola, Coffee and Menthol are also good. I did not like Apple, Citrus Mix, or any of the other tobacco flavors.
Try mixing the flavors also. Tobacco tasting a little bland, add some menthol, or cherry, or vanilla, or chocolate to pump it up. Try adding cherry and/or vanilla to cola. Mix vanilla, strawberry and chocolate to make neapolitan flavor. Coffee with vanilla and/or chocolate is good. Let your imagination go wild.

DIY your own juice. Head over to that forum and look it up. Pick a simple recipe and or a couple that are similar so you don't need lots of flavorings and it's hard to beat the cost for juice. Ebay or FT for cheap gear.

Keep in mind that with Yaeliq, that shipping cost is a flat rate $10. Buy one bottle, buy six, it's still $10!
Edited to add: I now see that his prices are $18/100ml, still an excellent bargain, and shipping is free for orders over $90.

I've just sent my first order to focalecig, it's pretty much as cheap as fasttech but I have only ordered and not received so can't tell you of service or products but I'm sure someone else on here will have used them.

I've got no dog in this fight because I've tried just a few Chinese e-liquids and wasn't thrilled enough to order more, but there's a few folks on this forum that are pretty happy with them.
