For a lower budget I would recommend a Protank 3. The coils will run ten to twelve dollars for a five pack. The tank is nearly indestructible. You can add an airflow adjustable base for about five bucks. I have had good luck with them myself. I'm not a fan of the Iclear 30. The Aspire Naulilus uses a much better coil, but the tanks are fragile..and not a cheap...and the coils are a little more expensive. Good luck!

Hey mate! To do this economically you're generally going to want to look at single coiled tanks that accept evod or protank heads. The evod is a solid one, but there's also the protank 2, mini protank 2, smoktek bcc, etc.

Recoiling them isn't that difficult, but it can be kind of fiddly but there are a bunch of great youtube videos out there. Your first might take you 40 minutes, but soon enough you'll be doing them in 5-10 depending on how perfect you want them. The easiest will be with some 32 gauge kanthal and either some 2mm or 3mm silica wick. Becomes very economical.
