Im am kinda in between thoughts here, a true chef doesn't know anything about PG and VG, and mixing artificial flavors based on liquids instead of real ingredients. But then again, a chemist doesn't know anything about flavor pallets and mixing two sets of flavors into a new one..

The pg VG stuff is easy to learn though, a skill. I think the flavor stuff is more of a talent.

Now, the people who formulate the flavorings, yeah, that's more technical and, IMO, would require both the skill and the talent or a team with skill and talent.

Alright, and what type of chemist we talking about? Bio-Chemist, Pharmaceutical-Chemist, Analytical-Chemist?

I'm trying to setup a profile for an investigation to either import liquids or sell own-made liquids.

Though, if we're selling our own liquid, it's gotta be top notch.

"Molecular gastronomy" in the e-liquid world ... why the hell not? Frankly, the whole thing about treating chefs like the Pope or a five-star general is all a bit silly to me, but entertaining. The Gordon Ramsey of e-juice! Iron Chef E-Cig! Topper Chef! I'd watch those Bravo shows.

I'd love to see an Iron Chef E-liquid!

So you'd say a Chemist or just a kid who has the talent?

A FLAVOR chemist. Yes, that's actually a specialty field of chemistry. :)

You can buy the flavorings the best chemists have made and be your own chef so to speak. The possibilities are endless.

Edit to add

Oh I get it you need some in your country... Many vendors just mix flavors they buy. Probably the easiest, that I do see many vendors do successfully, is hangsen flavor concentrates, especially tobacco flavors. Simple. There are Many flavoring manufacturers, Inwara is probably the closest supplier to you with quality flavorings. most all juice vendors use one of the many unless they are doing nets(naturally extracted tobaccos)
