people clean them different ways, you can soak it in vinegar or ISP alcahol, or everclear... whatever.. for 15 min or so. Then run it under some warm water, blow the excess water out and let dry overnight.. or use a hair dryer if you want to speed up the process. Some people say you dont even have to let it dry... or you can do a "Dry burn" but I just killed one trying that.. wouldn't recommend it.

"nic free is the way to be"....lol.

So you have 2 issues:
1) Cleaning out the old atty
2) Cleaning out the old juice from the cart

1) Rinse the old atty out with water or IS Alcohol (91% or better, pharm grade... not rubbing alcohol with other additives). Blow it out. Dry, with a "warm burn", or air, or time. Like typocinnamongrl said.
2) Clean out the cart. Remove the little sponge filler, rinse it out, and rinse the cart out, dry the filler in a paper towel, and put it back.

Put 3 drops of juice into the atty, and some onto the filler (10 or so on the filler with a 510 cart)

FYI - you can get "blank" unfilled carts. New atties don't have nic, just primer.

When I still used atomizers and carts, I'd take off the carts, pull out and throw away the filling, then put the attys and carts in a medicine bottle of warm water and shake it gently for awhile. Then rinse. Dry with tissues, put in some new filler in the carts, put in liquid in the carts. Prime the atty with a couple of drops of juice, reassemble, vape away.

But now I've found the clearomizer cartomizers and like them so much better than attys. I get mine from madvapes.com
