It should't make a difference in what position the tanks are stored. These operate by negative pressure (vacuum), not by position or gravity.

Early first generation tanks were suseptible to positioning, modern tanks not so much.

The only time where storing them upside down would be advantageous would be during marked temperature changes (going from hot summer weather into air conditioning, or vice versa) or marked barometric pressure changes (flying or driving in mountains vs sea level).
