Are you using Oil Based Flavoring by any chance?
I use to get Classic Tobacco from Vermillion River and it was always cloudy. I also made a 555 mix last week and it was cloudy. I think Vermillion River explained it but I cant remember. What I do know is its not a bad thing.
I'm using FW Ecto Cooler for one and a combo of: TFA Lemon Lime, Hawaiian punch, tutti frutti and cotton candy for the other.
The Only Flavors I have seen that Make an e-Liquid Cloudy are Oil Based.
When I first Mix/Shake my Nicotine Base with PG, VG and a Little Water it is Cloudy. But it turns Clear after 15 Minutes or so. And it Stays clear from there on Out.

I mixed TFA cinnamon red hots - cloudy after shaking, clear in 24 hrs, cloudy every time after shaking then clears up shortly after. steeping 4 days as of now. ...
I have a mix that has nothing in it but TFA honeysuckle in it (flavor wise) and its very cloudy.
