Can I charge this battery with a ultrafire Smart Charger Dual Bay Rapid Charger For 3.2/3.7 lithium batteries? ModelWF-188 Charger.

This is the charger, correct? The only reason you might have an issue with it is that it's not designed for batteries that short. You'll see that xx350 are not listed in the product description. Note though the comment at the bottom of the page. If you find that it does not make good contact, you could use a metal spacer. A magnet would be great. Use the 3.6 v setting. Otherwise you will be fine.

BTW, the battery is a ICR li-ion. Is it protected? I Googled it and found it in a few places, but I saw nothing that says it is. If it's not, you really should not use it in a PV.

It is an unprotected ICR cell and a risk to use in any PV.
