Well it'shorting out somewhere. Something must be moving around between filling and emptying and testing the coil..
I rebuild my heads quite frequently and there are some things you can do..
1. Always, ALWAYS make sure the head is screwed in all the way before screwing the base into the tank. When I first got these I would always have sporadic issues.. They would work great after a rebuild and then after a tank or two, it would be a piece of crap. I've noticed that just unscrewing the base from the tank can loosen the head...
2. Check the area at the bottom of the head where the bottom gasket is and make sure that there is no exposed wire, if it isn't trimmed really close, that could cause a short.
3. Pull the center post and remove the flavor wicks. Take a pin and push the outside coil on each side towards the center of the head. If the coil is too close to the surrounding metal it will short and cause a low ohm reading..
If that doesn't work you can always rebuild it. I find that these are really easy to build after doing it a few times. I know only buy heads for spare parts. I have lost 1 post and I imagine that over time the bottom rubber gromett will split or get burnt since it is touching the resistance wire..
After much experimentation, I now use 3mm wick, 32g Nichrome and then use 3 strands from the 3mm wick for flavor wicks.
