The batteries internal resistance plays into it as well, different batteries will have different voltage drops. I believe as the amp load increases in the battery do to lower ohm coils, the internal resistance also increases.

It may have been covered in the "Spring...what spring" thread but would the fuse mod be unnecessary with the upgraded contacts or help add to the lower voltage drop.

Second question, sorry, but I chose to go with the AW IMR 1600MAH when I purchased my REO but with the newer contacts and fuse mod would I need to up my amperage? 24A gets me down to 0.2 ohms safely but will the battery internal resistance keep me from using "that much" of my battery's potential?

I did plan to do the fuse mod but not until the new firing pin/contact came out, I have only had to change my usual coils of 0.5ohms to 0.7, have not had any spring issues or button issues so far *knowck on wood*

If everything goes as it's supposed to, the new kits could potentially have less voltage drop than a fuse mod. As far as your amperage question:

AW IMR 1600mah 18650's are 23A batteries. The Sony VTC4's are 30A. Both of us are fine for now with the AW's.

Edit: You never, ever have to up your amperage. Sometimes you may have to lower it, but that's all.

Rob's new contacts with beryllium copper will have a much lower drop than the fuse mod. You always want a safety margin and should not push more than a 70 - 80 percent amp load on a battery. With a 24 amp battery I would not go lower than .22 ohms, that is the 80 watts area. On any of the newer high amp batteries I've not seen voltage drop curves or internal resistance data. The AW IMR 1600 is know to have a very good curve and low internal resistance.
