When you say "biggest" are you talking about a c rating or mAh or even physical size?

It's been proven one of the safest batteries because of it's c rating (30 amp) but there are higher mah batteries available.

Is the battery in question the VTC3 or the VTC4?

As for different outputs, all 18650, 18490, and 18350 batteries put out 4.2 volts on a full charge and the voltage degrades from there.

You should do some reading on the differences between high drain (LiMn) unprotected safe chemistry batteries. It's important to understand what beast you're going up against when you rebuild, and to know what precautions to take.

I see the 30 amp 18650 is the biggest for the nemesis clone. Is there a difference in battery output for each size battery? Also, what is the best charger for these batteries?

Before buying anything you should do some research into learning about batteries first. Instead of asking for other's opinions and them telling you what THEY think is best, do the research so that you can make an informed decision & choose the best batteries and charger for YOUR applications.

You've given no information about what your applications for the batteries in the nemesis clone are planned. Are you going to use coils above 1.0 ohm, or sub-ohm coils? Your answer determines which battery to use. You won't need a 30 amp battery if you are using 1.0 ohm coils or higher, but if you are using sub-ohm, you need a 30 amp battery.

All lithium ion batteries have an output of 4.2 volts fresh off the charger regardless of battery size. The mean voltage is considered to be 3.7 volts.

A very important battery specification is the amps in continuous discharge rate. This can vary by size of the battery (18350, 18490, 18650), and by the chemistry of the battery (ICR, IMR, hybrid).
