It can be diluted with alcohol, yes. Pure grain alcohol (PGA) is generally the best way to do it, although vodka will work as well. Everclear is an example of PGA. If using vodka, go for the highest proof possible.

Whiskey has other stuff in it that might not be conducive to dilution (flavorings, etc), but you can always try it.

The general rule of thumb is you can dilute it by using up to 10% alcohol. With whiskey, you could probably do 5% and see no real downside even if other stuff is in it.

I used some moonshine once. The throat hit was amazing, but it made me dizzy. Everclear seems to be the best.
