you can wash them in hot water and use them until they don't fit anymore. the filler will probably go first. the filler i a PITA anyways unless they have come up with a better wicking material recently. i just buy marineland foam rite size U from petco and cut it to pieces and uses it instead. you can rinse these out as well.

Cartridges... What kind? Usually cartridges that would fit onto an atomizer can be used over and over and then some. I would recomend cleaning it once in a while. Pop the filler out, wash with hot water and dry. I've never had one go bad....
Yes, the fibers will eventually break down and the filling material will no longer hold juice.
When that happens, you can re-stuff them.
Here's a video showing basic re-stuffing procedures. I'm using polyester fiber-fill I got at walmart. The amount I got cost around $6, I've had it for over 2 years and I've used about 5% of it.
