I'm brand new to vaping, so naturally, I have questions...lol

I'm wanting to know if cutting a 36mg flavored liquid with an unflavored VG at 0mg will effect the strength of the flavor. If so, by how much? Say I cut it down to a 9mg (3 parts 0mg/1 part 36mg), what about 3mg (11 parts 0mg/1 part 36mg)? What would be the options to prevent flavor loss (ie: mixing my own?). VP is more important to me than TH, but I don't want to lose taste.

Welcome.

Yes.

50:50 will cut the flavor and nic level by half. You could add some flavoring to help that.

Both cases the loss of flavor would be considerable - of course the more blend the less flavor. You can DIY by getting some flavoring in the same flavor that you have OR you could get 0 nic ejuice in the same flavor, and then just mix them as you say above.

VP is more important to me than TH, but I don't want to lose taste.

Then you either have to add flavor by getting the 0 nic in the same flavor or some flavoring from loranns, flavourart - both available at many place including directly from them. But try "DIY flavor shack".
