Well im brand new and i tend to come along ALOT of interesting looking banner ads. but i am curious as to whether ECF endorses these advertisements or if they are just random and whether they can also have scams.

I can't speak for ECF, but my opinion is that they endorse these vendors, but not the product. ECF wouldn't steer you to a bad vendor.
Vapenstein is one of the only sites you'll find that will only accept sponsors whose product I would use myself. That is an oddity in this world, as most web concerns would actually like to make a profit. You can't generally pick and choose whose money you're going to take if you want to make any. To me it's letting my readers know that my integrity is not confined to my reviews, but extends to everything I publish on the site.
...and in no way am I implying that ECF is soulless and mercenary. They have much larger financial issues to deal with with the traffic this site gets. It costs a bit to host and maintain a big, heavily trafficked site.
