Does Nic level change the taste

Doing 0 Nic now, would adding Nic change the taste or bite?

In my experience yes. Nic gives throat hit for sure and to me nic takes out a bit of sweetness in most liquids.

I notice it when juices are 18 mg or stronger, the nic leaves a peppery/tingly feeling in my mouth, hardly if at all noticeable to me at less than 16mg's

Nicotine tastes bitter, but it effects the sensation much more. It has a burn to it.

Yes more nic =less flavor, you can see is darker that's the nic.
