It is difficult to predict the attitude on Romanian customs/import service to products that fall under the TPD.
In the UK we are expecting to still buy from China with a few packets maybe opened, possibly seized.
In reality, they are not going to seize mods. (Not illegal).
They are unlikely to seize tanks - if they did, what can they do? It's hardly a police matter (one or two tanks) and you bought them 'in good faith' not realizing the situation. It's not the same as other products where people definitely know the legality. Ignorance is no excuse, but a tank with no liquid is hardly an offence against the state.
I think there are 'possibilities'....

This varies by country; in Greece, as I understand it, we will not be allowed to buy e cigarettes or e liquid from outside the country. I don't know how that will be implemented, though (will they confiscate?, fine?, just throw on an extra customs charge? Will they be zealous or lazy about checking every package? I don't know!), so I guess it's just wait and see how it will work here.

Here's info for Romania that might help you?

Will EU customs stop our shipments with vaping hardware ?

What can we do if EU customs confiscated our packages ?

There won't actually be any separate EU customs body examining packages, it will be your own country's customs people who will handle this according to the laws locally.

From a Reddit thread, the actual EU directives that all members have to abide by are these:
  • 2ml tank capacity
  • Notification for all ratio's and nicotine levels available costing individually based on country
  • Limitation to 20mg strength
  • Limitation to 10ml bottles
  • Leak free filling (this looks to outlaw the vast majority of refillable and all rebuildable products, to be replaced by e-cigarettes with the same generic and standardised filling mechanism).
  • 6 month wait period from notification to sale.
  • Advertising bans
So there's nothing from the EU that says you can't buy hardware from China/US etc. (except for tanks above 2ml capacity, I suppose), but countries are applying their own specific, separate laws about that.

All of the above ^^^ is just my understanding, so far!

oh, ah, I'm wrong about "except for tanks above 2ml capacity"; it may be any refillable tank? gah. I see a big boom in black market trading on the way!

All tanks of any size are no longer legal to sell (officially) until they get the notification process completed.

We'll see about 2nd hand sales. Black market selling seems unlikely as extender kits will be legal.

Confused? Yes.... help! ....

I do agree it is likely it will be very country specific. Politicians in the UK have openly said they will not be applying the law stringently. We are also exiting the European Union though so that might well affect that thinking. It may well be down to whether you can afford the small chance your imported products are seized and lost. They may be giving a grace period or they may be looking more carefully for likely packaging and signs of imported vape products for a while so they can send a message they mean business. It might end up being a bit of a lottery. They have likely anticipated the first reaction of many will be to flout the laws and import. Sad but just an honest appraisal...
