I think petitions stay open until a response is published. Here's an example of one that has received more than the necessary signatures, is five days past its deadline, but is still open to sign:

What I've noticed from other petitions is that they stay open past their required number until somebody from the administration responds. This was the case (in a way surely disappointing to signers) with a recent petition relating to legalizing a currently illicit smokeable substance.
