E-Liquid in vacuum

So bear with me here. my mother is a nurse and she gets these syringes filled with iodine liquid. I took one of these and cleaned it out and filled it with some e-liquid I had lying around just to see if it would be good for applying liquid to my rda (it isn't, it has too much resistance so once you press the plunger and it begins to move it all comes out at once causing some messy scenarios). But I was playing around with it and I pulled the plunger all the way back and the resulting vacuum this created turn some of the liquid in the syringe into this Gelatinous goo. I'm curious as to what this is? Given that it's 3% nicotine I was thinking that this could be the nicotine pulling together in the vacuum? Any thoughts or ideas??

In all my "syringings" I have never seen eliquid or any of its constituent parts turn into "gelatinous goo". My only guess is the liquid reacted with residue in the syringe or the (materials of the) syringe itself. Contamination, in other words.

Personally, I think it's a really bad idea to re-purpose for eliquid a syringe, bottle, or anything else that's been in contact with foreign (to vaping) substances, especially a syringe. They're impossible to completely clean. It's not worth the risk.
