I've had some US companies send me juice with "Essential oils" on the package. I just emailed them first to ask or phone them and also wrote it into their comments, that was many many many months ago. I have since began to DIY my juices and now I get flavorings from the US but my nicotine comes out of Canada. I'd rather pay the extra bucks to stay in Canada for my nic since customs are becoming more and more aggressive with products that have nicotine in them. Also the Canadian dollar crapped out and is @ 70% to the US dollar and that makes any good deals lost in the exchange rate.
I've never had any issues with vape gear at the border but I've since stopped buying nic based products just for the fear of loosing it and gaining a black mark with Canada Customs.

I can't imagine any legitimate US vendors who want to stay in business will falsify a customs declaration form. I wanted to send one of the ladies a bottle of perfume once through the mail, thought about misstating what it was on the customs form, then thought better of it when reading the penalties...
