Has to be someone walking around and chatting up Nude Nicotine, and maybe handing out samples, stickers, coupons, etc., to people who are interested. That's not blatantly obvious to other people just walking around. 
You have a Flasher there. He will only blatantly expose to people that turn him on. Wouldn't that be a blast?
