Hi and welcome to the forum.
No you don't have to discharge completely before recharging. Lithium-Ion batteries work best if not discharged too low before recharging. You don't have to worry about that because egos have a regulated output and low-discharge protection (they stop working before the battery gets too discharged).

Hello vapers, I am new to this forum and have a question on battery care. Do I have to wait until the battery is fully discharged before recharging or can I charge it while it still has a power available?

Hi wtayo2 and welcome to ECF. Like everyone else said, it's no problem to charge early. These batteries develop no memory effects. You'll actually see a bit more life out of them if you do this, but you also don't want to have them almost fully charged all the time.
