That is a question with at least 100 answers and none of them may be right for you. I can tell you who I have been very happy with so far.
Viking Vapor and ECblend are low cost but both have very clean spot on flavors with a lot of choice and flexibility for blends. I love these two the most. Best value and great flavors. You don't see much on ECF about these two and all I can figure out is maybe because their prices are low that some think they can't be good. I will tell you that you will get great flavors with them both.
Johnson Creek is one I really ended up liking a lot but when I first tried the sample I almost tossed all ten in the pack. Very strong flavor and a definite signature back flavor that I tasted in all of the samples I had. You either love or hate JC, not a lot of in between from what I have seen.
Backwoods Brew is one that you will hear a lot about and I too love their tobacco juices. A little pricier and slower than my go to vendors but there is something really great about them after 1-4 weeks of steeping time.
I have tried many others and some that I still want to try but those are my favorites so far. Hope it helps.

+1,000,000 for Alien Visions! Also, try juice from Nitelite Vapor (their Bounty Hunter has become legendary). They carry a small line of juices, but all are very good and very reasonably priced.
Tasty vapor is by far the best I have found. have tried about 6 others and none compaired to TV as far as my taste goes
Oh try Ms. T's Bakery too, that's where I get my Coffee, but she has a TON of different flavors and all of 'em are good.
