EM question

I just got my PA order and it included EM crystals. Linda's site says to dilute it at 10%, but does that mean by volume? ie fill a container with crystals to the 1ml mark and then add PG up to the 10ml mark? Is there another way to measure it?

I put 1/4 teaspoon crystals to 10ml of pg..shake, heat shake, shake some more heat and shake..It take some work and time to get them to dissolve..
