There is a plastic cap that sits on the stem from??? Where is it?
You are probably facing this issue because of this...

Good catch! I didn't notice that at all. I have been guilty of forgetting that myself and yeah it will leak without it!

This is what the wick looks like. just cleaned it so its still wet

You are missing the grommet (O-ring?) that slides down the stem and sits across the top of the wicks.

Edit: I see where Gando beat me to it.

I have the cap, it just wasn't on there because I just cleaned it out and had everything in pieces while it was drying

While it's still off, do this.

Get a pair of pliers and gently pull the stem off of the coil/wick. Hold the base with your fingers and pull the stem straight away from it. You might have to wiggle it a bit to get it off. There will be two pieces of silica cord beneath it, called flavor wicks. You'll be adding to them so don't let them fall out or lose them.

Pull a small piece of cotton off of a cotton ball or cotton Q-tip. Moisten your fingers and roll it to about the thickness of a toothpick, or about the same thickness as the two flavor wicks sitting there. Put the cotton wick across the top, lined up the same way as the others. They should be about as long as the others, but that's not important and a little longer is Ok.

Replace the stem and push it down until it fits snug and straight. Put the grommet back on the stem, put the coil back into the base and tighten it down snug using the pliers.

Fill the tank 2/3 full, replace the base and tighten down firmly. Give the wicks time to soak up some juice and give it a try.

It also could be as simple as not tightening the coil into the base completely.
There's no need for subtlety here, crank the coil into the base until it bottoms.
Use a towel to give a better grip if you need to.
That's the coil into the base. The base into the tank should be tight but it's more obvious when it's tight enough.
That little post ain't much to grip on and it could be an issue.

A different issue that relates to tightening things:

Don't crank your tanks down into your battery till they bottom.
Different tanks have different length posts.
The longer ones can push the contact down into the battery and wreck it.
It can be pried up with a pin if that happens but my first $34 VV 1200mah Mega V2 ego was never the same.
Tanks only need to make contact. You'll find the feel with time.
Nobody told me cranking it down could wreck it. It did. It was an expensive lesson.
