That wasn't the problem, but I got it figured out.
Apparently the head on the one that was working is a little out of spec. Seems the post on the head extended down a ittle too far. That pushec the post in the batteries down a little, which resulted in poor contact with all the other heads.
30 seconds with a little screwdriver fixed the problem.
