Lol. I started to do this to to eliminate leaking. Flipped top cap and plugging the deck air holes with super nano chunks of cotton lol... now no leaks!!!

I just did an off center build. The sleeve is placed right side up and the neg post air holes are covered by the top cap. No more leakage!

edit- Does the tobh top cap make an improvement with the plume veil?

yes. I had the plumeveil setup with its own cap and the collar the right way around, every hole open wide and it was kinda harsh hot with low flavour. if you turn the collar upside down i think you have more air plus the tobh's cap opens up the chamber more, it turns it into an awsome vape plus i could fit my cloudchaser DT in the tobhs topcap

edit: i use the 3holes over the top of the coils and still keep the coils down low where you would have them if you were gonna use the cyclops, if that makes sense, the cyclops i have inline with the posts :)
