Good questions!The question I asked via twitter is: If I took one cotton ball from a bag of pre-deeming cotton balls and used part of it to make a wick, 1) does the entire bag become tobacco or only the one ball? and 2) at what point does this happen? When I take it out of the bag because I intend to make a wick? what happens if I find my cotton and do not use the cotton ball? does it return to being cotton or does it stay tobacco. The FDA is like Rumplestiltskin spinning cotton into tobacco.

If you bought your cotton balls in a vape shop, they will all be considered tobacco.
I wouldn't try to smoke them tho....
