A and K will light up using the top row of batteries if the switch is closed. If the switch remains open they will not light up.
M, P, I, N and G are lit using 6 of the batteries on the bottom. The battery on the left end of the bottom group is not part of the circuit.

The top set of batteries is switched and the switch is in the off position. The bottom set has no lead to the negative side of any battery. This set is short circuited. Had the wire at the left been to the bottom of the left battery in the second set the circuit would be complete.

I'm having my doubts on bulb K now. Bulb K is getting a + & - feed but there's also a wire that goes from A directly to the - battery terminal that K feeds from. I'm thinking this may affect the ability of K to light. I'm going to go with A only can be lit.

Given the phrasing of the question - All The Bulbs Can be Lighted Up!

It just depends if the majority and/or if the all the batteries are charged and there is a closed electrical circuit going to all the bulbs . . . Just Sayin' . . .

Gonna have to re-draw this and "M" is a mistake, but first quick guess is:

Switch open: all lights
Switch closed: all lights

Further thought...my first guess was wrong.

A,I,N,G light up regardless of switch position (some bulbs are always shorted; imbalance in battery sections gives difference of potential even with switch open)
