Where you least expect it....
"The best" is very subjective. You have to weigh in your personal preferences in order to determine that for yourself. There are quite a few rba's out there that include: mesh/silica, wire, and sometimes tools. That goes for higher end models as well as cheap ones.

IMO: Chobra>Chid>AGA-T for a SS wick setup. The reason I put the Chobra & Chid ahead of the AGA-T is the top legs are shorter (and less likely to get too hot) than on the AGA-T. Don't get me wrong, I love my AGA-T, but you need to be able to deal with the distance between the pos/neg terminals in relation to the wick hole... AND you really need a hefty APV to mount it on.

A repairable atomizer is only as good as the coil you make for it.

With that being said, purchase what your budget allows you and pick something pretty!
if you want it to last, buy Stainless Steel, and stay away from the coated brass/copper.

purchase different gauges of kanthal and different types of wick, to play around to find your perfect combination.
To many threads to list that can give you ideas.

I personally use an A7 with 32ga Kanthal & 500 SS mesh wick, and am happy with my purchase.

i like my AGA alot, but the AGA T is really big and looks dumb on my provari. and also wont screw onto my bam. i started out with the phoenix and i still use them, but i hate how u have to modify the air hole and get an oring for it. and everytime you screw the cap back on juice comes out the side and REALLY bugs me

I'd say the A7. It's a simple, inexpensive, well-built, stainless steel rebuildable. It has better airflow characteristics than the Phoenix, is made of better materials, and optionally disassembles into more pieces.

Wick and wire can be gotten easily from many places. I use 100' 32 gauge nichrome 80 for PnJ Resources ($8.50,) and 300 yards of Aunt Lydia's size 10 bamboo crochet thread (~$3.) That will last for a very long time; around 400 coils and maybe 1000 8-strand wicks.
