Halo ejuice steeping

Why is it necessary to steep the Halo ejuice after you receive it ? Can't they steep it before sending it to you ?
I noticed big difference in flavor within first 3 days and there is even a card included that says this will happen.

I don't use Halo, but I'd imagine some of the juices are made shortly before they are sent out to the customer, also some juices take longer to steep, some don't need it at all and others could take as long as a month.
