I think what you are Seeing is a called "Pass Thru"

It is an e-Cigarette that gets it's power via a cord to a USB Port.

Sounds like a Pass thru...can be plugged directly into USB Port or into a wall outlet via a wall adapter.

Yeah, probably a passthru. I use one in the car on road trips plugged into a car adapter. Nothing worse than your battery dying between exits on the turnpike!

A Long USB Extension USB Cable and a Wall Wort = Never a Dead Battery.

BTW - Computer USB Ports are Sometimes Under Powered. And if Something goes Wonky, I would Rather Fry a $6 Wall Wort than my Mother Board USB Port.
