head room/empty space at the top of Gourmet Vapor Juice Bottles

I KNOW there is a thread on this somewhere........I ran across it the other day, but now I can't find it.
I frequently buy from GV when they have their 50% off sales & such, it seems like their 5ml bottles are full to the top, but their 15ml bottles have quite a bit of empty space or head room at the top. (i.e. the juices aren't filled to the brim, there is about 1/2- 3/4 inch of empty space in the top of the bottle.

(Did they run out of bottles during their sales & just pack in what bottles they have? or is there a reason for the head room?)

Anyone have this experience?

i think the 15ml bottles they use are actually 17ml or so.. remember I read smth of that sort.

For some reason most of their bottle sizes arrive less full than you'd expect but I think all the bottles hold more than the amount ordered. I emptied the first bottle I got from them into a graduated cylinder cause I thought it was short but it was exactly 5ml...
