In the USA, VG can often be found at a local pharmacy and PG at a tractor livestock feed store. You may be able to find them at stores like these in Saudi Arabia.
You could also check out stores that sell supplies to make soap and cake.

I cannot answer your questions because I do not know but welcome to the forum and greetings from Nashville. ..
vaping in Saudi is 'technically' illegal...not 'halal'...having said that there are 'underground' vapers. Most expats get their juices/ingredients from the UK from the research I've done online. Ask around but be discreet and use your best judgement. If you get busted, well...it's Sharia Law!
