I have both and like both. The Novice is great, the tiniest setup I own, and you get your RDA included in your $100. The Precise Simplicity is in another league though, in terms of both design and build quality. It's a pretty insane value for the price, and I'd recommend it to anyone.
I don't quite get that safety concern with the Novice. The two ends of the tube screw together like a telescoping mod. It's very similar to the Sturm, but instead of telescoping out to take a 14650 battery, the Novice tubes screw down together as if they could take a shorter 14xxx battery. That's a pretty serious O-ring in there - I'm pretty sure I'd have to have help and tools to be able to twist those tubes enough to make the negative end of the battery hit the firing switch.
