Well that “next step” is asinine. Nicotine is too addictive. All it will do is make people buy cigarettes. It’s a foregone conclusion. You can’t “legislate away” stuff. Which of course may be the point. It makes me wonder who is pushing this one. It’s like that thing in Pinocchio where the children get turned into donkeys then sold.
