Usually the no-inline (5v) PTs stop working entirely when they start all that blinking. Sometimes they just want some down time, I've left mine a couple of time unplugged and gone back to use it later and its been fine. I do think once it starts blinking htough something is wrong with it - in my case its often because I've run over the wires one time too many with my chair wheels.
The in-line battery PT (3.7v-ish) the weak point is most often the battery itself. Ive had one where hte batery just accepted no charge (faulty battery - can be replaced or just buy a new one if its beyond the warranty time). Again the wires can be easily broken if you run over them.
If you just bought your PT debb then its probably the battery but if its under warranty Id return the whole thing (contact your vendor first) and get it replaced. Batteries dont last forever even on a PT and need replacing after a certain time anyway but you should get SOME use out of them before they die.
I get all my battery ones from cignot btw.
