Help with what I think is an atomizer?

So, I recently got this atomizer, I think is what it is... It comes apart it the middle, with a cone shaped thing at the bottom. I have no idea how to fill this thing.... I loaded it up with juice, like.. Filled the bottom.... Hit it, and got a mouth full of.. juice, not vapor. Do I just want to soak the mesh, or.. What do I need to do to this thing?
