Need some help with issue with my ijoy captain pd270.

This year is when I put my batteries in it says battery charging without even being connected to a charger has anyone else had this issue how do I resolve it.

Something is malfunctioning, too many to count.
Could contact:
local B&M Vape Shop (Visit) -----Might be simple.
Vendor who sold it ---see if they will repair or replace or advise (any authorized distributor).
Manufacturer contact ---see if they will repair or replace or advise.
