Inherently dangerous? No.
Whether it could end up being a problem depends on the way to vape.

Do the math, calculate the amount of current you're drawing for any coil resistance you're considering. Then check my 18650 ratings table (see my signature for the link to my blog) to see how hard you can push different batteries while still retaining a bit of a safety margin. Then decide how much of a risk you want to take.

Some vape at way over the safety limits I list very successfully and some don't. It's up to you to determine where you want to vape. If you aren't sure yet then start at under the continuous current rating of the battery and see what you think if the vape you get.

This is incredibly easy to do with a regulated mod and I highly recommend doing it this way first.
