Um... Is there a reason you want this info? I'd say, google it state by state, but it's going to be a long list, depending on who and what criteria you use. If you are looking for a good vape shop near you, I'd just google that.
There is no such list that I know of, and even if there were, it wouldn't be accurate, vape shops appear, disappear and change hands all the time.
If you can explain what you are looking for, specifically, besides "all vape shops in the continental US" we may be able to help you better.

Probably have to use a search engine like google and then search state by state.
One problem you'll run into is not all vape shops will be listed as or have vape shop, store, outlet, market or even vape or vapor used in their store name.

Write a crawler/spider and find their websites by smart criteria, then confirm by hand they indeed are what you're looking for.

I always use Google Maps to find local vape shops near me. Just search "vape near me" to pull up the closest shops. Sometimes you have to check smoke shops in some areas to find anything, in which case you would search "smoke near me".
Even if such a list existed. It would soon be inaccurate. Large country, no doubt several new ones open every week and several close each week.
The OP doesn't need vape shops near him, he needs a list for the app they're making. As they are presumably programmers (or at least know one nerd) scripting should be an easy solution to get the list.
Using Google Maps would be the best way to obtain that information and keep it up to date. Not really sure what kind of app they're planning, but I do know you can create an app that pulls from Google Maps for that info.
Fair point, it's probably easier to datamine it from them and then keeping the list up to date the same way.

Might want to read up on how to conduct a search of all "X" in a certain geographical USA area with special emphasis on the best search engine to use.
