Higher % of Distilled Water decreases flavour?

is it true that when you buy VG with distilled water already infused that the higher percentage of DW that is in the VG decreases or mutes flavour?

for example: AVG with 10% distilled water inside you will be able to taste your flavouring more than AVG with 20% inside?

Water reduces the vaporization temperature. Pure VG will burn (be altered) as it vaporizes so it has to have some PG or water in the solution. Excessive water may reduce the vaporization of flavors. 20% sounds high, the highest I've used (no PG) was 5%, it doesn't take much to change the temperature a lot.
