So I've wrapped a few coils with no problem but with 32 awg wire. I got some 28 and can't seem to get the top coil hot spot out to save my life. Any ideas?

Fire it slow and low, the hot spot will ox. and go away. Trust me. Unless you are in an o2 free environment, it's gonna happen!
Just don't fire too long, you don't want to cut into the SS. It's showing a short, show it some slow firing and you WILL build insulative oxidation at the problem spot.
Also, evenly tensioned coils, not too tight and certainly not loose.
