The LED only has to do with the battery. If it doesn't light up, that only means the battery needs charging or is dead.
Atty cleaning is a debatable topic. Some, like me, never clean their atties unless they seem clogged or just to get rid of a strong flavor.
Others, will clean them religiously every week regardless of the performance.
There are success stories on both sides, but I would say the only time it is required is if you can tell it's clogged by having to suck harder or the performance has just gone down miserably. You can even safe some atty that appear to be dead by cleaning them.
When I notice a drop in vapor production, I remove the atty and blow through the battery end and make sure the battery end and the battery are dry and re-attach.
It usually means that I flooded the atty, I drip only, no carts.
If the atty isn't clogged and the battery is good and still no vapor production, then the atty is probably bad. Trash it and move on. The atty's are a consumable.
