Click on settings located at the top right hand side of any forum page. It will appear on the left side of the settings page. The "signature banner" button will appear once you reach 15 posts and the system refreshes (at :25 past the hour).

You have your 15 posts in....now you just have to wait till the clock goes around again. At 25 minutes after the hour, the server will refresh and the option to edit your signature will magically appear for you
