Cell phone batts probably have the highest energy density of any Li-Ion. However, the reason they are so compact is because they are specifically designed for the loads they see in their intended application. They may get over-loaded powering an atomizer, especially a lower resistance atty. I'm not sure one way or the other, but they may not have the necessary protection circuitry in them. Likely it's in the phone. Drain limits and protection would be a couple things I'd want to to be sure about before using one in an e-cig. They are LiPo batts and have safety requirements similar to a regular 18650 cell, over-current, over-discharge, and over-charge protection.
