I can't post/reply under new eVic subforum

I can post under APV Discussion but not under its subforums. Any ideas what might be the problem? Thanks in advance.

May need a few more posts as you can't post in all forums until you reach 15 posts.

0 to 5 posts:
Members are restricted to posting in the New Members Forum only, can not use Private Messaging, and can not have a signature.

5 to 15 posts:
Members can post in other forums and use Private Messaging.

Thanks for the reply. Correct me if I am wrong but I assumed that I should be able to post in forums other than the "New Members Forum" based on what the above rule says.
