It's up to Customs in your country whether or not an item is allowed in, so I doubt anyone can answer your question unless are, or were, living there as well.

You might consider ordering from FastTech. They ship worldwide and might have more experience dealing with shipments to countries where e-cigs are banned.

1. It's not 'banned' in the UAE, but there's an advisory - and that could be a hassle sometimes.
2. Like Ocelot, our Provi Princess, suggested ~ Fasttech (I've received goods at Dxb).
3. Advice the seller not to mention e-Cig (or related) in their shipping labels - and it'd be good.
4. Shj & Naif-Deira has some vape shops - you can purchase much goodies there.
