iken 510 gold question

ive really only used boge up til now. ive got some iken 510 gold cartos and i notice when i take off the little white plug there is a silicone plug under it next to the batting. why is this there? i removed it to fill the carto then replaced it and popped on a drip tip. the draw is good but kinda stiff. should i just remove the silicone piece too?
is this silicone piece in the fusion too?

I thought the tightness of the draw, compared to most any other carto I've tried, is by design. No?

Yes it is. But... if the drip tip compresses the batting, it will also tighten up the draw. As previously stated most dispose of this seal on first fill :) Hope that clarifies what was previously posted.
