trying to find the best overall quality of batteries

the standard are the aw imr?

how does it compare to efest or mnke (which i havnt heard before until looking them up recently)cgr
or panasonic's cgr18650ch

looking for both 18650 mode and 18490.

You didn't say what mod you are going to put them in. I honestly just use the batteries the manufacturer suggests. I have a number of different mods and the manufacturers I could actually talk to (as opposed to whomever makes the Vamo), all said AW. I use protected and unprotected depending on the device. I get lower mAh since I already have a number of batteries.

AW IMR 18650 1600 mAh
Batteries : AW Protected 18650 2200mAh

Efest is a good brand but I use CGR18650CH Panasonics.

Then you are out of my league The only mechanical I have is a bottom-feeder. It takes an AW IMR 14500.

So far, efests have done right by me. I also have some Panasonic CGRs. While the battery chemistry in the AWs may be a bit more stable, I have had no trouble with the efests.

If you are planning on using them in a Vv/Vw mod, make sure you get unprotected.

With mechanical mods you have a bit more choices.

for 18650s I like CGR18650CH Panasonics and NCR18650PD Panasonics pds have a longer runtime 2900 mah cgr are 2250mah

I have seven of the panasonic CGR18650CH, two AW IMR 1600mah 18650s, and four of the '30a' sony batteries.. all of them get regular use in my various 18650 devices.
