Your question is somewhat vague and touches on a forbidden topic of classifying the harm of vaping. vaping cannot be considered healthy because it does not promote health. Smoking cigarettes (the alternative in most cases) can be considered unhealthy for the reason it contains tar (total aerosol residue) which contains carcinogens and mutagens.

Functionally speaking, vaping is heating a liquid usually containing vegetable glycerin, propylene glycol , nicotine, and flavoring until it is a vapor similar to steam. There is no combustion so there are neither tars nor particulates.

No one has done a study AFAIK of the long term pulmonary/cardio impact of vaping. Most people that vape work on the hypothesis that is better to not inhale tar.

While not scientific, there are plenty of examples on this forum of people that feel more healthy after quitting cigarettes for vaping.
